It is written that the Outlook plugin of SpiceCRM is included in SpiceCRM but also available as a component. I have installed the whole SpiceCRM system and never found the Outlook connector. As well, I have not found where to find how to download the single Outlook plugin itself.
Your website is sadly not very clear either.
